my dog used to chew at the skin near her tail, and when we finally found out why, we used this awesome flea medication, and she stopped chewing. The big area she chewed was starting to scab, and she has no hair in that area now. The skin there is fine now,, but it's very dark right there. Is this normal for a dog?

Its normal. Just keep an eye on it. If it starts to smell or have a discharge of any kind, she could have a skin infection from all the chewing and needs to be put on antibiotics.
