It's probably either an abscess (infected wound) or a lick granuloma (from constant licking at the paw, probably from allergies). Take your dog to the vet to have it treated so that it doesn't get worse.

If it's an abscess, some surgical cleaning and antibiotics from your vet should do the trick.

If he has food allergies, causing his paws to itch, he'll probably also have red, cobble-stone ear flaps, irritated lips, and eyes, and probably around the anus as well. If he is allergic to something in the environment, he will probably be red in the groin and along the belly, as well as having unusually teary eyes.

is it a circle? it may be ringworm, or a type of mange, you should contact your veterinarian as these are both contagious
