I used baby oil and massaged it into my dogs coat in the area he was itching. Do this for a few days. It sounds like he just has dry skin so ask yourself what do you do when your skin is dry. Animals are alot like humans in some sort of way..so if he has dry skin DO NOT use anything containing alcohol. Hope it works for your dog it did for mine.
