I'm trying to find a dog small enough to be a lap dog, but with short hair %26amp; NOT a Chihuahua or a yorkie. It needs to have good temperment %26amp; be able to be alone without howling or tearing stuff up.

pugs LOVE to be lap dogs, are not big barkers, good temperments, LOVE LOVE LOVE their people...tho they dont really like being alone for too long
oh they do shed year round tho so you may want to consider that

Rat terriers are good. They have short hair and are easily trainable.

the reason why the dog would chew up and tear is 1 because it is a puppy and is teething and 2 it needs proper training honestly if you are not willing to spend the time training and this goes for any breed of dog then your dog wil chew pee in the house and such you need to have patience.if you are not willing to do that then dont bother getting a dog because it does requiere a lot of commiment.good luck.

What about pugs? Pugs are short haired and small enough to be on your lap. The thing about pugs though is that their snouts are really short, so they make noises (think nasal congestion). It's really cute, but might annoy you if you are not into that kind of thing.

Not an answer just a comment on someone elses answer... don't get a beagle. I have one. VERY high maintenance. They do howl and I guarantee if you got one (s)he'd eat everything in your house if left alone.
Mixed breeds are good. I see a lot of miniature pinscers. They need training to keep them from barking, but they're pretty good dogs. And very cute!
Also what about teacup or miniature poodles? I see a lot of those (I'm a vet assistant if you were wondering why I see so many dogs) and most of them are really good, AND they're non shedding. Of course every breed comes with it's fair share of problems, and poodles have lots of dental, eye and ear issues.
Most small dogs have dental issues due to their little mouths.
Definitely check out some small breed rescues though.

Try a Boston terrier. They weigh between 13 to 20 lbs, have great temperaments, hardly bark at all, don't howl, and don't tear things up. They do like toys and to be kissed and petted a lot. Oh yea, they have very short hair and are low maintenance.

Whoever said small short hairs tremble and back all the time must not know of many short-haired small breeds. Of course, it also depends on HOW small you want... you said small enough to be a lap dog, so I am going to assume under 20 pounds (which is what most apartments require too).
If you don't mind terrier breeds (they can be high maintenance because if they aren't trained they get into EVERYTHING... heck if they are trained they do too lol!) get a Boston Terrier. My dog is a Boston Terrier Cross and is extremely lovable.

bischon frise's have curly hair--but they don't shed. my friends have 2 and they are super easy to train. they are pretty cute too. another dog that doesnt shed is an italian greyhound...both so cute! they are people dogs
